Accountability
Reporting to the Manager – Performance Management & Lean, the QAQC Fleet & Supply & Overhaul Inspector is responsible for due diligence, and inspection of the revenue vehicle and maintenance on-site every day.
Responsibilities
- The QAQC fleet, supply, and overhaul inspector implements the organization’s Quality Management System (QMS) and Safety Management System (SMS) to ensure compliance with regulatory and customer requirements.
- Conducts internal/external quality standards and Environmental Health & Safety (EHS) audits and investigates work-induced defects.
- Ensures all repair work done on systems and components is by the Original Equipment Manufacturers (OEM) and the organization’s prescribed procedures and standards and ensures that non-conformances are tracked and actions are taken to rectify them.
- Performs the visual inspection of all deliveries by stipulated inspection procedures to ensure compliance with the purchase and repair requirements and he/she ensures follow up on non-conformities.
- Performs root cause analysis and corrective action and ensures that preventive actions are implemented.
- The QAQC FSO inspector manage the organisation’s technical publications and documentation control and ensures the updated documents are on Bulletins, board and employees handbook.
- Reviews and evaluates vehicle maintenance and repair operational systems and processes for conformance with performance and safety standards, and federal, state, and local regulatory mandates and standards;
- Assigns subcontractor to conduct audits and inspection of operations;
- Reviews productivity levels, quality of repair work, shop safety compliance, inventory management practices, and adherence to relevant regulations and standards;
- Prepares non-conformance reports based on inspection, findings and makes recommendations on possible improvements to the Assistant Fleet Manager for Operations and/or Deputy Fleet Manager; directs supervisors to make immediate corrections to operations when necessary;
- recommends disciplinary and appropriate action for gross violations of rules, regulations, and standards.
- Review reports of subcontractor work production against existing vehicle equipment usage (equipment used, types of operations performed) to determine actual equipment needs;
- Audit the usage of existing equipment, upgrading existing equipment, or purchase of other types of equipment; approves appropriate equipment requests and forwards requisitions to Procurement for processing; directs the tracking of equipment purchases through the procurement process and calibration process.
- Ensures specification development activities achieve desired objectives regarding rules, regulations and standards, and safety and reliability considerations; directs and/or performs assessment of chassis, power train, suspension, superstructure, lighting, safety devices, modifications, and accessories as part of the specification development process;
- Travels to sites to physically observe and inspect advancements and improvements in vehicle equipment; directs Fleet Quality Assurance Specialists and other subordinates to conduct regular inspections of equipment at vendor sites;
- Ensures equipment inspections are conducted for all equipment upon delivery to verify installed components are in working order and conform to specifications.
- Reviews work orders to ascertain recoverability under warranty agreements; submits monetary or service claims for chronic vehicle conditions or identified component defects; confers with vehicle equipment dealers to negotiate disputed warranty claims;
- Ensures all manufacturers' recall notices are received and that vehicles are serviced on these occasions.
- Monitors contracted providers to ensure services performed are satisfactory and conform with contract specifications; directs contractor in the regular, on-site review of vendor agencies to evaluate and report on their performance; receives reports on vendor reviews and detailing finding and any problems identified; interacts with contracted agency representatives to resolve problems and disputes.
Qualifications
Education & Qualifications:
- Degree in Mechanical, or Industrial Engineering or a matching combination of education and working experience.
- QMS: ISO 9001 certification is an asset; and
- Certified Quality Inspector (CQI) or Certified Quality Technician certification (CQT) is an asset.

Experience
- Minimum five (5) years experience in Quality and in-depth knowledge and experience in Quality Control / Assurance, Testing, Certification, and corrective and preventive actions methodology;
- Technical competence and experience with technical repairs and maintenance procedures, inspection procedures, and audit processes required for fleet maintenance and the railway industry;
- Solid understanding of Railway applicable Quality standard (ISO9001, ISO/TS 22163, IRIS) and tools;
- Sound knowledge of international standards, Transport Canada Regulations and Code of Federal Regulations, 49 CFR, Subpart B Inspections, Investigations, Audits, Examinations and Testing;
- Outstanding collaboration and negotiation skills are a must;
- Excellent problem-solving, sound judgment, and ability to innovate, and
- Experience in operational activities and documentation management.

- Quality assurance processes and procedures as they pertain to large fleet maintenance operations.
- Evaluate methods, procedures and techniques employed in technical fleet maintenance.
- Understand, prepare, and comprehend technical reports on fleet maintenance.
- Prepare comprehensive analytical reports on maintenance operations.
- Establish and maintain effective working relationships with key stakeholders, city officials, and vendors.
- Effectively incorporate computerized systems, equipment, and programs into a fleet quality assurance operation.
- Must possess collaborative behavior, initiative, professionalism, honesty and tact;
- Must be able to manage and interface with the client
- Must be able to properly prioritize, implement, and manage work schedules, resources, projects, and assignments;
- Must be able to collaborate and communicate effectively with all levels of staff and management in clear and organized written and oral formats;
- Must have computer skills
- Fluency in English is a must
- Must be able to travel inside Ontario
