ONxpress Transportation Partners (OTP) was chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project – the largest project in Metrolinx’s GO Expansion. Unprecedented in its scale and complexity, this multi-billion dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Area. ONxpress Operations Inc. (OOI) has been engaged by OTP to manage and oversee the efficient and effective operations and maintenance of the GO Trains and Union Pearson Express.
Accountability
- Assess legacy contract documentation for compliance to the Project Agreement and provide the O&M interface function to deliver all fleet engineering activities to make sure they are fit-for-purpose.
- Deliver fleet engineering works to support continuous improvement of the fleet and enhance capabilities which meet business objectives of the customer.
- Support the Engineering team to manage Diesel/Electrical Locomotives, DMU, Passenger coaches; maintain and upgrade the rail network.
- Provide technical oversight and advice to sub-contractors related to O&M Maintenance work.
- Evaluate Legacy contract documentation and provide recommendations for extension, termination, modification, and costing for completeness, compliance and value.
- Ensure timely submission of O&M deliverables, when required.
Responsibilities
- Function as an O&M interface between subcontractors and the Contracting Authority for all Fleet-related topics.
- Provide specialist inputs to Identify potential modifications to the fleet assets to improve performance, capability, efficiency, and service delivery.
- Assist in developing, planning, and implementing the department's preventive and corrective maintenance, component overhaul and rehabilitation and replacement program.
- Develop and implement engineering management systems which are compliant with relevant legislation, company, and industry standards.
- Support the launch, implementation and/or management of Maintenance Management Information Systems (MMIS) and Enterprise Asset Management Systems (EAIS) software, when required.
- Administer contracts with a broad range of in scope services to ensure contract compliance, quality service and value for money.
- Identify and manage the resolution of engineering issues, prioritization of tasks and, where necessary, escalate where they have the potential to impact on service delivery.
- Provide specialist input to the development and implementation of the engineering management strategy for the fleet, including, maintenance, overhaul, improvements, spares, and value engineering. Lead audit program.
- Maintain own competence and development plan to support fleet engineering management.
- Support the development of other engineers within the fleet community by mentoring / coaching.
Education & Qualifications
Completion of a degree in Mechanical Engineering, or related discipline, or a combination of education, training and experience deemed equivalent engineering discipline
Certifications or Designations
- Professional Engineering (P.Eng.) license in good standing.
- Canadian Rail Operating Rules (CROR) training and certification would be considered an asset.
Experience
- Minimum of 5 years of mechanical related experience in Fleet/Rolling Stock maintenance, modifications and/or management is required.
- Experience and familiarity in a rolling stock maintenance facility would be considered an asset.
- Familiarity with Transport Canada regulations and/or rolling stock maintenance best-practices would be considered an asset.
Competencies
- Willingness to work in a complex project, providing new ideas and facilitating collaboration and cooperation between diverse stakeholders to deal with construction and complex engineering issues.
- Knowledge of project management principles and practices, including budget and schedule controls.
- System safety knowledge and familiarity in CENELEC standards and CMREA requirements, or a willingness to learn these system approaches.
- Excellent Interpersonal and oral/written/presentation communication skills
- Possesses a valid driver’s license.
