ONxpress Transportation Partners (OTP) was chosen by Metrolinx and Infrastructure Ontario (IO) to enter the Development Phase of the On-Corridor Works project – the largest project in Metrolinx’s GO Expansion. Unprecedented in its scale and complexity, this multi-billion dollar capital program will transform the GO regional rail network with electrification, more frequent service, shorter journey times and a more modernized system for the Greater Toronto and Hamilton Area. ONxpress Operations Inc. (OOI) has been engaged by OTP to manage and oversee the efficient and effective operations and maintenance of the GO Trains and Union Pearson Express.
Accountability
The Senior NOC Operations Trainer & Expert is responsible for ensuring the competency of all NOC Staff and training needs of the NOC Team. Facilitate the development of quality assurance and data reports to further aid organizational learning. Develop, update, and revise new and existing Standard Operating Procedures and ensure integration with Metrolinx.
- Establish an effective Competency Management for ONxpress NOC.
- ONxpress Operational Procedures and SOP are safe, effective, and efficient.
Responsibility
Competency Management
- Implement and review the competency management system.
- Keep existing training plans for Network Operation Control (NOC) staff in collaboration with the Training Academy up to date, and implement continuous improvement.
- Conduct and oversee operational training, such as train-the-trainer concepts.
- Monitor supervisory staff on competence, performance and behaviors.
- Detect and escalate all non-conformance issues including unsafe, irregular operational conditions and propose suitable mitigation.
Standard Operational Procedures, SOP
- Develop, update, and revise new and existing Standard Operating Procedures and ensure integration with Metrolinx.
- Provide guidance to other ONxpress Departments an Metrolinx regarding Operational Procedures and SOP.
Continuous Improvement
- Facilitate continuous improvement regarding safety and quality of ONxpress operations by:
- Conducting post-incident review sessions encompassing learning points from these.
- Development of quality assurance and data reports to further aid organizational learning in coordination with NOC Senior Operations Analyst.
- Acting as a catalyst for change and improvement in performance and quality and behaviors.
- Providing leadership role through consultation and collaboration to identify gaps and identify solutions.
- Design and operate a data management system to record procedures and performance.
- Conduct internal audits regarding compliance and effectiveness of operational procedures.

- Changes of ONxpress Procedures and SOP affecting operations
Education & Qualifications
- Diploma in Business Administration, Transportation, or related field – or equivalent accredited prior learning
Experience
- 5+ years of relevant professional experience with knowledge of Railway Operations, Signal, Asset Maintenance and Safety, as well as experience in developing training programs and training delivery.
Competencies & Skills
- In-depth knowledge of transportation operations and rail safety systems practices, principles, and applicable regulatory requirements governing passenger rail services (e.g., Transport Canada)
- Knowledge of Railway Operations in North America
- Analytical, critical thinker with the ability to solve problems and make rapid, safety focused decision
- Understanding of Lean Management & Continuous Improvement
- An excellent communicator skill (verbal/written) with the ability to work under tight deadlines
- Excellent knowledge of MS Office applications
- Ability to work in a fast-paced environment
Certifications or Designations
- IMS 100, 200, and 300; or ability to acquire.
- Canadian Rail Operating Rules (CROR) certification is a requirement; or ability to acquire.
