General Accountability Reporting to the Manager – Specifications, the incumbent is responsible for the development, preparation and review of technical specifications for contract documents prepared for Toronto Transit Commission (TTC) projects under the control of the Engineering and Construction Branch (E&C). In addition, the Senior Specifier is responsible for the Project Manual, Addenda and Contract Changes and to provide support to Standards Section for review of Master Specifications and standard and directive drawings.

Description

Key Job Functions

•    Developing, coordinating, writing and editing technically and commercially complete specifications for contract documents prepared for TTC projects under the control of the Engineering, Construction & Expansion (ECE) Group; 
•    Checking that specifications are accurate, complete, satisfy the contract requirements, and conform to TTC and regulatory requirements;    
•    Interpreting specification requirements of all design disciplines and interfacing with the Engineering, Construction, Materials & Procurement and other Departments as required to ensure all written documentation is accurately incorporated into the contract documents; 
•    Conducting final review of the technical content of the specifications before they are issued for bid, to ensure there are no gaps, overlaps or inconsistencies between technical sections; 
•    Preparing contract addenda to revise bid documents during the bid process;   
•    Preparing contract changes to revise the contract documents during the construction phase;       
•    Interpreting specification requirements for TTC staff and contractors during the project’s construction phase and providing technical input;  
•    Making recommendations on standards and procedures relating to specifications;   
•    Candidate will be required to participate in the TTC Customer Service Ambassador Program.

Education and Experience

•    Completion of a post-secondary education Community College/University diploma/degree in a relevant discipline, combined with several years of progressive directly related experience in an engineering/architectural/construction environment or an equivalent combination of education, training and experience;
•    Experience with, and knowledge of the specialized requirements of transit and related facilities is desirable;
•    Accreditation as a Registered Specification Writer or active enrolment in the RSW certification program for obtaining the accreditation is preferred; 
•    Accreditation as a Certified Specification Practitioner (CSP) is an asset;
•    Membership in Construction Specifications Canada (CSC) is an asset

Additional Requirements

•    Thorough knowledge of specifications preparation, and Construction Specifications Canada specification writing and construction document formatting practices (i.e. MasterFormat®, SectionFormat® and PageFormat®);
•    Extensive knowledge of bidding processes, contractual practices and procedures;
•    Familiarity with design and construction practices, the project management environment and the terminology and techniques used in this jurisdiction;  
•    Thorough working knowledge of applicable codes, standards, regulations and statutes relevant to the job;  
•    Ability to interpret drawings of all design disciplines, to understand the technical implications and incorporate them into specifications;  
•    Ability to interpret technical data on materials, products and systems to assess quality, durability, maintainability and suitability to TTC requirements;  
•    Ability to assess priorities and handle multiple projects on tight deadlines; 
•    Well developed organizational, interpersonal, analytical, and verbal and written communication skills;  
•    Excellent PC skills and proficiency in MS Office and other word processing applications (e.g. SharePoint, Adobe Acrobat); 
•    Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
