General Accountability Reporting to the PMO Manager, this position is responsible for project control activities including budget preparation, cost control and scheduling, as they relate to a variety of capital projects and operating budget activities for the Project Management Office Section of the Innovation and Sustainability Services. Responsible for various planning, analysis/monitoring and reporting functions for equipment reliability, cost and schedule managements.

Description

Key Job Functions

 

  • Provide key project cost and schedule management support for the section’s multi-million-dollar capital and operating budgets through various preparation, planning, analysis/monitoring and reporting functions.
  • Develop planning systems required to demonstrate how projects will be executed and controlled.
  • Analyze and monitor project cost and schedule performance ensuring projects achieve planned objectives while minimizing exposure to risks.
  • Ensure the timely reporting of project costs and schedule performance to facilitate effective decision-making.
  • Prepare and ensure applicable inputs for project cost/financial data, budget forecasts, schedules, and contract management documentation.
  • Review and validate all work requests ensuring conformity to project work plans and budgets.
  • Develop and assemble monthly reports, comparing current actual costs with budget costs, comparing current progress with work plan schedules, co-ordinating the investigation and explanation of variances, and forecasting significant variances and trends through monthly Project Status Reports (PSR) and Departmental Progress Reports (DPR).
  • Perform communication and liaison with consultants, contractors and internal teams to resolve issues relating to project controls reporting, and to ensure consistent alignment of project data
  • Create and maintain assets inventory list and reporting on a monthly basis.
  • Visit field locations to ascertain project work progress as required.
  • Candidate will be required to participate in the TTC's customer service Ambassador Program.

Education and Experience

 

  • Completion of a college diploma or university degree in Business Administration or related discipline, combined with relevant experience gained in cost and scheduling control for large multi-disciplined projects and maintenance systems. 
  • Certified Cost Professional (CCP) considered an asset.

Additional Requirements

 

  • Extensive knowledge of cost controls and scheduling techniques and must be proficient in the use of computer based scheduling systems and other computerized applications related to the work (examples include MS Project Online, Maximo, Primavera, MS Office etc.)
  • Comprehensive knowledge of maintenance principles, standard accounting principles, practices and methods required for capital and operating budgets preparation and project appraisal principles.
  • Good knowledge of the concepts and practices relating to project controls and project management systems.
  • Must possess sound judgement; proven analytical, problem-solving and decision-making skills; strong organizational, interpersonal, verbal and written and communication skills.
  • Ability to successfully prioritize conflicting demands.
  • Ability to co-ordinate with others in order to accomplish objectives.
  • Must have or obtain knowledge of the Commission’s budgeting process/procedures and relevant cost control and financial systems.
